Assessment and Accreditation of Learners using OER

"This paper examines existing and potential scalable approaches to formal assessment and accreditation to digital learning, comparing and contrasting such uses with more traditional approaches. Unbundling of services, so that assessment & accreditation are separate from teaching and support, makes OER much easier to implement and build upon. There is little requirement for physical space, so it can grow in a similar fashion as that of many Internet platforms. This of course makes OER much more scalable than physical institutions can compete with. While international or even national accreditation & assessment services are not currently widespread or easily accessible, developing a robust system that can service thousands or even hundreds of thousands of students could change the dynamic of access to post-secondary education. All of the technology is already available, such as payment systems, content management systems, and exam taking.

Lessons learned so far from key initiatives in this area are discussed, proposing tentative guidance for policy makers and various stakeholder groups in this area.
Currently, the greatest potential and demand for OER:
  • is in non-OECD countries;
  • at non-traditional institutions;
  • at institutions with PLAR models in place.
Breaking down institutional silos is still a major issue before a large-scale OER/PLAR/RPL system is in place. In terms of cost-effective and sustainable approaches to student support, peer-to-peer learning support models were considered to be the most effective, followed by support from retired academics or other volunteers, and the design of system to enable senior students or graduates to provide support for junior students.

As for the types of assessment methods that would most likely be used in the future recognition of prior learning via portfolio assessment and course-based portfolios were both considered appropriate, as well as automated online assessments.

The greatest barriers to participation in open assessment and accreditation practices identified were the lack of availability of committed staff members to support such activities, and the potential costs of redeveloping courses as open educational resources. Lack of support for OER-based courses from senior management was a significantly greater concern for participants from traditional education institutions than for those from institutions with open policies, and was perceived to be a more significant barrier within public than private institutions. These findings suggest that institutions that already have policies that support open assessment and accreditation practices will be able to easily align the implementation of collaborative OER courses with existing policies and processes.

The key institutional success factors for the provision of open assessment and accreditation services appear to be a strong support base within institutions ? both in terms of leadership and resources, and an existing culture of openness, including policies and practices around the creation and use of OERs, as well as policies that enable either open access or recognition of prior learning via credit transfer or PLAR. Institutions that are already characterized by these features are likely to be best placed for the implementation of assessment and accreditation of OER-based learning, and could provide models for other organizations"

Creating an OER University with 30 partnering colleges. 

Coursera owns what is in your head - you cannot use what you learned in Coursera to get accreditation elsewhere. Up until Coursera, we always owned what was in our heads.

OERU will give recognition for prior learning and challenge for credit.

They also do credit transfer. North America uses the three credit system. They use the bologna Process in Europe. It is problematic in most jurisdictions. Standards are lacking and the process is labor intensive.

Fear of losing students and therefore teaching jobs
Copyright issues
Concerns over work load 
Conflicts with commercial publishers and SIGs
Lack of committed faculty

The Paris Declaration on OERs has helped in Canada. The US has been leading in open research.

There is too much duplication in the OER movement. Stop talking about developing courses, start talking about reusing and adapting. 

Educators are afraid of the cost but the cost to continue as we are is more expensive.

A culture of openness

We need to find ways to accredit OER learners and not leave it to the status quo.

Athabasca University had to create a "bear and cougar awareness" class because they needed it.

"George Siemens is a Professor at the Center for Distance Education and a researcher and strategist with the Technology Enhanced Knowledge Research Institute (TEKRI) at Athabasca University in Alberta, Canada. He is the author of the Connectivism theory of learning and co-creator of the first MOOC in 2008."

MOOCs: How did we get here?

A different view than Andrew Ng's corporate model.

 A bit of history
George began blogging and following Todd, Downes, etc. He was able to talk with innovative people outside of the institution. Most systems think that content is the start of the learning and his idea was that content was the by-product. We don't need content, we need good questions and community. Open learning was learning not owned by a system but created by people.

He described Wiley's Wiki Design - everything in a course is run in the open. He talked about the history of open learning through Connectivism and Connective Knowledge through Jim Groom's DS 106.

An alternative to institutional controlled tech, monolothic self/contained/ locked-in platforms, transmission pedagogies.

Knowledge is iterative and communal. So many people are involved in th production of knowledge that is hard to call it "owned."

He brought up the MOOC map and showed how MOOCs have "vomited" over the world. It is no longer an academic practice but a corporate enterprise.

MOOCs are not really new - distributed learning has a long history. People have been thinking about this for a long time. It is a mistake to disregard that history

Why MOOCs now?
It is a supply-side answer to decasdes fo change in demand-side learning.
Student profiles are changing - older students, more females, China and India are changing the profiles.

What is happening in MOOC research?

There are a lot hyped statements like "there will only be 10 universities in the future." Universities will increase in number because the students will be doubling in the next ten years. With the Gates Foundation grants - where were the researchers coming from? Most of the research is coming from th Education field and not just Computer Science.

Problems with MOOCs
MOOCs do not prepare a student to create, generate, solve and innovate. We need stuff that stirs the soul. They need to respond to society.

Openness is being lost in the conversation. The hype is driving the trends. Coursera does not care about openness.

What happened with MIT wanting to provide all course materials are open and now they are with EdX who wants to copyright everything.

Lack of innovation.

Dropout rates are totally irrelevant.  We are missing out on an opportunity for real research.

MOOC providers are disconnected from the research in education.
They need to look at social and generative education models - they exclude them because their technology does not do that well.

We are norming from Coursera and edX and they are concerned with revenue models.

We need to refocus on creativity and knowledge generation. MOOCs are just part of the landscape of the current state of education.

A MOOC is a web, not a website. It is a network.

A Domain of One's Own - reclaim the web. gather t artifacts of your digital identy in a central place that you won and control.

Don't just hate MOOCs, but look for another

MOOCs: Lets Do The Timewarp Again!

I love all the arguments from the 1990s that were leveled at online teaching and learning that are now being leveled at MOOCs. I re-read all of my favorite straw-man hits from the 90s including the digital divide, lack of credibility, perception by the establishment, lack of interaction, etc. all remixed for the MOOC era.

Currently, educators and journalists struggle to write about MOOCs because the term MOOCs covers a broad category of online courses. When they are writing about MOOCs, they tend to only be thinking of the latest wave of entrepreneurial colleges like Corsera - they do not understand that MOOCs have been successfully working in places like the University of Manitoba and Canada's open university, Athabasca. Those are referred to as the "Connectivist MOOCs" or cMOOCs originally founded by Stephen Downes and George Siemens. And that folks like Jim Groom have been successfully running task-based MOOCs like DS 106 for years before MOOC became the latest scary innovation.

The current jeremiads are being written by journalists and educators who can't distinguish a collection of videos (such as Khan Academy) in YouTube from an online course, have little experience with online learning and no experience with MOOCs (or a single experience with a particular kind of MOOC with which they try to define the whole phenomena).

I am amazed at how few educators get the money issue. There is a lot of hand-wringing out there around questions like "why would the students pay for my class when they can go to MIT or Stanford for free?" The answer is usually something as smug as John Marks' conclusion "they are for self-improvement, we are for self-formation." There are students out there who need the information that MOOCs are providing because they may not live near a college or have the time and money for the "self-formation" experience that Marks is promising.

The criticisms against MOOCs generally fall along the same lines as the arguments they were using against online education - MOOCs are bad because students won't be able to socialize, make connections, join clubs and fraternal organizations, participate in sports, see the instructor talk, and they will be reading on computers instead of sipping sherry in a big leather chair reading a first edition of Keats. How could a MOOC replicate that? Never mind the fact that many students do not have the opportunity of socializing and making connections in college. Some students 20 hours a week and commuted to college.

This points to some fundamental misconceptions about online learning and why students take online classes. Typically, they are not taking them to replicate the "college experience" - they are taking them because they cannot get to the college experience. I have been excited about MOOCs as I have been about online eduction, open education resources, and open textbooks because they are opportunities open up education to more people who would otherwise not get it.

Mobile Learning: Education is Everywhere

Darrell is a part-time student who does not own a car. Every Tuesday and Thursday, he takes the hour-long bus ride to school. Like many students at his community college, he works nearly 30 hours a week while taking three classes. Between work, commuting, and attending classes, he is hard-pressed to find time for studying.

Fortunately for him, though, while taking the bus one morning, he found himself sitting next to one of his fellow classmates, Julie. He told her about his frustrations with his schedule and the homework and how he didn't feel like he had time to see a tutor. She told him about the many educational sites that can be accessed on the phone. Sites like the Mobile ESL page from Athabasca University (http://eslau.ca) that has online grammar lessons and short self-tests that will help you check your work. She also pointed out that parts of the college's own learning management system were accessible by phone. She even had one instructor who was using an electronic textbook that was accessible by smart phones.

Darrel quickly took to the world of mobile learning. His phone was no longer just for texting and music.

What exactly is mobile learning? Mobile learning (often called “mlearning”) is any learning or instruction that takes place at a specific location but relies on a mobile device to access the information or event.

Mlearning often depends on “smart phones.” Smart phones, such as the iPhone or Android, are basically minicomputers that can connect to the Internet via wifi or through the phone network. Any phone that can connect to the Internet can participate in mlearning. Mlearning is also taking place on tablet computers such as the iPad and the highly portable netbooks. Not all phones are smart phones, but they are becoming more and more widespread and common. Soon, there will be no other phone but a smart phone.

What are some ways that instructors can use phones for learning? They can host content that is easily accessible to phones on the Internet. Many software packages make mobile-friendly websites out of the box, and many phones have simplified web browsers that help make accessing the information easier.

Many resources and institutions, such as the New York Public Library, have mobile-friendly sites. And speaking of libraries, a number of libraries, such as Oregon State and Yale, are taking advantage of mobile phones with a “Text-a-Librarian” service.

Mobile phones often have applications on them that will allow them to read electronic books. Tens of thousands of books are available for free on the Internet through sites such as gutenberg.org. Amazon's Kindle software is available for phones, but there are many free non-corporate readers out there as well.

Instructors can ask students to gather data with their phones. Often, smart phones include cameras. That, combined with the Internet connection, allows students to post photographs online. Students can also post data to websites, blogs, or wikis. This can allow students to gather information in the field.

Mobile phones can also read barcodes and special versions of barcodes called QR codes that will allow users to interact with objects. QR codes are used in science and art museums on the description cards for exhibits or works of art. When they are scanned, they might give more information via text, audio, or video, or it might take the visitor to a webpage.

Mobile phones are natural portals to sites like Facebook and Twitter. Some instructors will use services like Twitter to send announcements, as a “back channel” discussion site for lectures, and as a way to continue the community of the classroom beyond the walls of the college.

Mobile phones are also used as “student response systems.” Any mobile phone can be used this way. Using websites like Poll Everywhere (www.polleverywhere.com), instructors can set up polls that the students can respond to in class. Give three choices for an answer, for instance, the students can text a number to respond to their choice. Instructors can get instant feedback no matter how large their class is.

Smart phones like the iPhone or the Android have an “app store” associated with them. There are numerous free applications that can be used on a phone that allow students to learn anything from languages to the Periodic Table.

There are many ways that both students and teachers can take advantage of phones for teaching and learning. It is important for educators to understand that students often will be catching what they can of their learning experience when they can catch it. Everyone benefits when we use tools that, by default, make the learning materials as accessible to as many as possible when they need it.

Mobile Learning by Default

Motorola MILESTONE smartphone displaying Wikip...Motorola MILESTONE smartphone displaying Wikipedia home page (Photo credit: Wikipedia)When I first started reading about mobile learning platforms, there was a lot of talk about special content management systems or learning management systems that would enable mobile learning (or "mlearning"). A few years ago, there were a lot of mobile learning platform start-ups, but it looks like that is not really where mlearning is going to go. Many applications support mlearning right out of the box. For instance, my wife, Jacqui, teaches reading and she uses Softchalk to create her course "textbook." She then uploads it to Sakai (the college's learning management system). Students will often read in the classroom on the computers. One day she came in when the students were supposed to be reading and a few of them had their phones out. She asked them to put them away. They quickly turned the phones around to face her and she was really surprised at what she saw: they were reading her textbook on their phones. Not only could they read it, but all of the images, roll-over definitions, embedded videos and annotations worked perfectly. She didn't have to do a thing. And it really tells us how students engage with content and the digital world. The students who need or prefer the mobile content just naturally navigated to the content with their phones.

Style sheets can detect when a web page is being accessed by a mobile phone and then redirect the user to the mobile version of that page - Facebook does that and so does this blog. Blogger.com uses a mobile style sheet and I didn't have to do a thing. In fact, some visitors of this blog have told me that they prefer the mobile version to the pretty web version because it loads faster and they can access the information they are looking for quickly.

One of the things that impressed me about the Angel learning management system before they were subsumed by Balkbored was that every part of the LMS was accessible by phone even before the wide-spread use of smart phones.

What is my standard for mobile sites? One of my favorite mobile sites (I used to teach English in a happier time long, long ago...) is the mobile ESL site at Athabasca University put together by Rory McGreal et alia.  This is a very useful site that is openly licensed. We are working on a version of this for College of the Redwoods so stay tuned. This is the model of how mobile sites should work: simple, self-contained, easy-to-read, and it includes self-assessment! This is the how and why of mobile learning. This is what the students will be using on the long bus ride to school. This is genius. If all of that wasn't enough, you can download the files and adapt them to your particular circumstances and upload them to your own server because it is openly licensed under a Creative Commons Attribution-Noncommercial-Share Alike 3.0 license.

Students have reported that they are able to access Sakai (the learning management system used at College of the Redwoods where I work) on their mobile phones without too much trouble. Here is a screen shot of the mobile interface from Ithaca College in NY:


It is important for us to understand as educators that students often will be catching what they can of their learning experience when they can catch it. It behooves us to use tools that by default makes the learning materials as accessible to as many as possible.

UNESCO Chairs in OER Programme and International Network

The UNESCO Chairs in OER explain their programme, goals and objectives in supporting an international network of OER users.

In Nov. 2006, ICDE launched its Global Task Force on OER at the UNESCO HQ in Paris with strong support from UNESCO. In March 2009 an OER Seminar was organised by the EADTU OER Task force and UNESCO, again at UNESCO HQ. It seemed a natural step for UNESCO to establish UNESCO OER Chairs, which were granted to Fred Mulder and Rory McGreal, both active in the OER community. The Canadian Chair is focusing on stimulating OER capacity building and awareness raising, particularly in Africa, Asia and Latin America and specifically with the world's Open Universities. The Dutch Chair embraces research to underpin and give guidance to the exploration, introduction, implementation and exploitation of OER in a variety of societies at the national level.
The aim of this Panel is to discuss the Activity plans of both Chairs and to amend them where necessary. This under explicit consideration of the continental and national differences and of the self-learning mode as a promising perspective in relation to OER.

Notes:
The goals of UNESCO include universal education. They are creating an international network of OER chairs for action.

There are chairs in Canada and the Netherlands.

They are building a collaborative mapping of OER initiatives world-wide.

Rory McGreal is the UNESCO chair from Athabasca University. They are supporting OER in Africa and they are partners with UNISA, Africa's online university. They are supporting gender equality. They are promoting OERs to educate youth. They are working on getting chairs in Oceania, Brazil and elsewhere for more chairs. They are active in policy research.

AU Press Open Access Book will be announced soon. They are looking for OER-relevant topics. The OER book will be in the Issues in Distance Education edited by Terry Anderson.

Fred Mulder described an global OER graduate school initiative. There is a substantial need for more research in OERs. Very broad research objectives. The key researchers are PhD candidates under joint supervision by three OER experts.

They want them to spend time doing research abroad but they want that virtually.

OER University: history in the making

I am in an exciting meeting today on the OER university. There were a few dozen participating in New Zealand and 47 virtual participants. If you are not familiar with this concept OERs are "open education resources." There are many opportunities to take open courses or utilize open course materials and we are currently looking for ways to give students credit for that learning. Wayne Mackenzie writes:

"The OER university is a sustainable international system which will provide free learning to all learners with pathways to gain academic credit from formal education institutions around the world. It is rooted in the community service and outreach mission of tertiary education providers to evolve parallel delivery systems (now possible with the open web and free content licensing of learning materials) that will augment existing educational provision. The OER University is an open network and public-private partnership (PPP) including post-secondary institutions, the private sector, non-profits, government and international agencies."

This is just in its infancy, and this is why it is important to get involved now.  "Open Education Resources (OER) encapsulates a simple but powerful idea that the world’s knowledge is a public good. The internet provides unique opportunities for everyone to share, use, and reuse knowledge."

WikiEducator also administers Learning4Content – the world's largest training project, which has successfully enabled thousands of educators from 140 countries to access training in the ‘wiki skills’ they require to contribute to the development of OER."

I have a lot of questions about this: How will we ensure learning quality? How will we assess the students? How will we keep businesses from turning this into a commercial university? We are being asked to be creative and think differently. We can't be afraid to push the envelope. 


I am interested in free, universal higher education. I am not interested in supporting "low cost" because costs always go up and low cost for someone in Japan is different than low cost in Sri Lanka. Much of the world sees the value in this for libraries, healthcare (at least in civilized countries), police and fire services, why not education? This isn't the revolution yet, but the purpose of this inaugural meeting is to collaboratively:
  • Consider inputs and leading questions from meeting participants, anchor partners, the pre-meeting SCoPE seminar and international agencies.
  • Develop a shared understanding of a logic model for the OER university concept.
  • Review and refine the OER university logic model
  • Identify the key questions for each component of the logic model
  • Gauge interest and identify volunteers for leading and coordinating the constituent components of the logic model
  • Commence identification of the key activities required for each component of the logic model, including inputs, outputs and outcomes
  • Specify the next steps for the way forward.
