Assessment and Accreditation of Learners using OER

Rory McGreal of Athabasca University presents on assessment of OER and OER University.

"This paper examines existing and potential scalable approaches to formal assessment and accreditation to digital learning, comparing and contrasting such uses with more traditional approaches. Unbundling of services, so that assessment & accreditation are separate from teaching and support, makes OER much easier to implement and build upon. There is little requirement for physical space, so it can grow in a similar fashion as that of many Internet platforms. This of course makes OER much more scalable than physical institutions can compete with. While international or even national accreditation & assessment services are not currently widespread or easily accessible, developing a robust system that can service thousands or even hundreds of thousands of students could change the dynamic of access to post-secondary education. All of the technology is already available, such as payment systems, content management systems, and exam taking.

Lessons learned so far from key initiatives in this area are discussed, proposing tentative guidance for policy makers and various stakeholder groups in this area.
Currently, the greatest potential and demand for OER:
  • is in non-OECD countries;
  • at non-traditional institutions;
  • at institutions with PLAR models in place.
Breaking down institutional silos is still a major issue before a large-scale OER/PLAR/RPL system is in place. In terms of cost-effective and sustainable approaches to student support, peer-to-peer learning support models were considered to be the most effective, followed by support from retired academics or other volunteers, and the design of system to enable senior students or graduates to provide support for junior students.

As for the types of assessment methods that would most likely be used in the future recognition of prior learning via portfolio assessment and course-based portfolios were both considered appropriate, as well as automated online assessments.

The greatest barriers to participation in open assessment and accreditation practices identified were the lack of availability of committed staff members to support such activities, and the potential costs of redeveloping courses as open educational resources. Lack of support for OER-based courses from senior management was a significantly greater concern for participants from traditional education institutions than for those from institutions with open policies, and was perceived to be a more significant barrier within public than private institutions. These findings suggest that institutions that already have policies that support open assessment and accreditation practices will be able to easily align the implementation of collaborative OER courses with existing policies and processes.

The key institutional success factors for the provision of open assessment and accreditation services appear to be a strong support base within institutions ? both in terms of leadership and resources, and an existing culture of openness, including policies and practices around the creation and use of OERs, as well as policies that enable either open access or recognition of prior learning via credit transfer or PLAR. Institutions that are already characterized by these features are likely to be best placed for the implementation of assessment and accreditation of OER-based learning, and could provide models for other organizations"

Creating an OER University with 30 partnering colleges. 

Coursera owns what is in your head - you cannot use what you learned in Coursera to get accreditation elsewhere. Up until Coursera, we always owned what was in our heads.

OERU will give recognition for prior learning and challenge for credit.

They also do credit transfer. North America uses the three credit system. They use the bologna Process in Europe. It is problematic in most jurisdictions. Standards are lacking and the process is labor intensive.

The Paris Declaration on OERs has helped in Canada. The US has been leading in open research.

There is too much duplication in the OER movement. Stop talking about developing courses, start talking about reusing and adapting. 

Educators are afraid of the cost but the cost to continue as we are is more expensive.

We need to find ways to accredit OER learners and not leave it to the status quo.

Mobile Learning by Default

Motorola MILESTONE smartphone displaying Wikip...Motorola MILESTONE smartphone displaying Wikipedia home page (Photo credit: Wikipedia)When I first started reading about mobile learning platforms, there was a lot of talk about special content management systems or learning management systems that would enable mobile learning (or "mlearning"). A few years ago, there were a lot of mobile learning platform start-ups, but it looks like that is not really where mlearning is going to go. Many applications support mlearning right out of the box. For instance, my wife, Jacqui, teaches reading and she uses Softchalk to create her course "textbook." She then uploads it to Sakai (the college's learning management system). Students will often read in the classroom on the computers. One day she came in when the students were supposed to be reading and a few of them had their phones out. She asked them to put them away. They quickly turned the phones around to face her and she was really surprised at what she saw: they were reading her textbook on their phones. Not only could they read it, but all of the images, roll-over definitions, embedded videos and annotations worked perfectly. She didn't have to do a thing. And it really tells us how students engage with content and the digital world. The students who need or prefer the mobile content just naturally navigated to the content with their phones.

Style sheets can detect when a web page is being accessed by a mobile phone and then redirect the user to the mobile version of that page - Facebook does that and so does this blog. Blogger.com uses a mobile style sheet and I didn't have to do a thing. In fact, some visitors of this blog have told me that they prefer the mobile version to the pretty web version because it loads faster and they can access the information they are looking for quickly.

One of the things that impressed me about the Angel learning management system before they were subsumed by Balkbored was that every part of the LMS was accessible by phone even before the wide-spread use of smart phones.

What is my standard for mobile sites? One of my favorite mobile sites (I used to teach English in a happier time long, long ago...) is the mobile ESL site at Athabasca University put together by Rory McGreal et alia.  This is a very useful site that is openly licensed. We are working on a version of this for College of the Redwoods so stay tuned. This is the model of how mobile sites should work: simple, self-contained, easy-to-read, and it includes self-assessment! This is the how and why of mobile learning. This is what the students will be using on the long bus ride to school. This is genius. If all of that wasn't enough, you can download the files and adapt them to your particular circumstances and upload them to your own server because it is openly licensed under a Creative Commons Attribution-Noncommercial-Share Alike 3.0 license.

Students have reported that they are able to access Sakai (the learning management system used at College of the Redwoods where I work) on their mobile phones without too much trouble. Here is a screen shot of the mobile interface from Ithaca College in NY:


It is important for us to understand as educators that students often will be catching what they can of their learning experience when they can catch it. It behooves us to use tools that by default makes the learning materials as accessible to as many as possible.

Assessment and Accreditation of an OER Learner

Learners accessing OER can acquire knowledge formally or informally. This project reports on assessment and accreditation policies worldwide.

A major function of colleges and universities is to validate and credentialise learning by conferring qualifications and degrees. They are well equipped and experienced in the process of assessing the quality of learning for formal academic or professional credit. However, digital media are transforming the ways individuals create, share and learn both formally and informally from content and applications available on the web. There is considerable ambiguity regarding the validity of this type of learning or self-study online and the use of individualized learning paths. The problem is that learners who access OER on the Web and do acquire knowledge and skills either formally or informally, alone or in groups, cannot readily have their learning assessed and subsequently receive appropriate academic recognition for their efforts. So, there is a need for ongoing research in order to understand the different ways that institutions are addressing the needs of this growing learner population.

This paper will report on a Canadian Social Sciences and Humanities Research project. The project is original in that it will research existing and nascent international protocols and practices leading to formal academic credit for non-traditional learners. This provides a framework to evaluate the transferability and applicability of these means for assessing OER learning on the web leading to formal credentials. Existing organisational and policy barriers will be identified and categorized. The project proposes a conceptual framework to overcome these barriers for widening access to post-secondary education through digital learning in ways, which are more accessible cost-effective and responsive to the diverse, changing needs of the knowledge economy and society.

This research is significant because the core mission of any modern university is to contribute to society. Many universities incorporate the mission of community service, as publicly funded institutions, to serve the wider interests of society by sharing expertise and scholarship. An understanding of how different institutions are approaching the recognition of non-formal and informal digital learning can provide change agents with new knowledge on how to expand their community service and learning missions by creating flexible pathways to credentialise learning for non-traditional students.

Recent transformational advances in digital media, the web and mobile devices have changed the learning landscape, ensuring that this research project is different. The exponential increase in accessibility to quality educational as OER provides unprecedented opportunities for learning. Thousands of course modules are presently available online, as OER from respected institutions, along with millions of websites that can be used to support a wide variety of learning objectives. This exponential growth has opened up opportunities for learners leading to potential obligations from our institutions.

The UNESCO/COL Chair has partners on all continents. This project will contribute to the advancement of knowledge of the assessment of learning experience for non-traditional learners. The outputs of this research could potentially have wide social impact in expanding access to learning opportunities for those students currently under-served by the formal sector while enhancing the efficiency of taxpayer funded institutions by refining existing mechanisms for assessment and accreditation or non-traditional learners.

Their work in OERs was driven by digital rights management issues, digital licenses, and the idea that a license is a privilege not ownership. These are not conditions that encourage education.

This is to accredit students who are using open ed resources. Learning is free but you pay for the accreditation. To guarantee the credibility the assessment process must be strictly equivalent to that for mainstream students.

Participating institutions, they must have credible local accreditation. They are working with agencies to ensure quality assessment standards.

Learners access courses based solely on OER. Open students supported via "Academic Volunteers" and possible student mentors. Open assessment from participating institutions. Participating inst. grant credit and degrees.

They want to accredit all forms of learning, informal, formal, non-formal, and previous learning - also will include transfer credit, challenge for credit, and portfolio learning.

How does a "badge" system fit in?
How do we assess prior learning?

Breaking the "Iron Triangle" you can increase quality and lower cost.

University of London has been doing this for years.

"The Tragedy of the Commons" - the commons still exists in Britain and Canada. They really didn't take away the commons - private property is what is robbing people.
