Jerry Brown Unlocks the Nation's Digital Future through Open Source Textbook Innovation

Today, Governor Jerry Brown signed a monumental set of bills that create the nation's first free online textbook library, an effort aimed at alleviating the burden of rising costs to students attending California's public postsecondary institutions. California is now set to become the nation's first state to create a digital textbook library free of charge for the state's most popular college courses, says the 20 Million Minds Foundation.

Introduced by Senate President pro Tem Darrell Steinberg (D-Sacramento), SB 1052 provides for the selection, development and administration of free open digital textbooks for the most popular lower-division courses and overseen by the establishment of the "California Open Education Resources Council" (COERC). COERC, established by the legislation, will be comprised of faculty members from the University of California, California State University and Community Colleges to determine which courses merit inclusion. Its companion bill, SB 1053, creates the California Open Source Digital Library to house the open source textbooks and courseware.

Both bills place California first in the nation among states to combat higher education's growing price tag with open source software and Creative Commons open licenses so that students can access sophisticated tools and college-level information at no or low cost, allowing them to mitigate escalating college fee increases and save their money for student housing.

With the Governor's signature, California is set to create a competitive "Request for Proposals" (RFP) process inviting faculty, publishers, and others to develop high quality digital open source textbooks and related courseware. The materials will be placed under a "Creative Commons" licensing structure that allows students and faculty free access, and allows instructors to create customized materials from these textbooks and other courseware. Materials must also meet the rigorous standards of college core curricula, and will be reviewed and approved by subject matter experts. "This is a great victory for students and middle class families struggling with the ever-increasing costs of higher education," said Steinberg. "This is a major step toward using technology to cut costs for students while enhancing the quality of higher education in California."


"At a time when the cost of attending California's public colleges and universities is skyrocketing, Governor Jerry Brown recognized that by embracing our digital future with innovative technological advancements like open source textbooks we can save college students in California millions of dollars in escalating book costs," said 20 Million Minds Foundation President Dean Florez. The foundation has been supportive of policy measures to create quality open source textbooks for college students throughout the nation. "This is the first time government has come in with substantial dollars that match philanthropic efforts to create a library where students can access free textbooks and faculty can utilize their skills to remix, revise, and repurpose these textbooks for their students."

Funding for the bills also signed by the governor (SB 1028), appropriates five million dollars for the project from the state public college savings plan ScholarShare Trust fund to be matched by private entities and philanthropy.

Dr. Larry Green, Mathematics Co-Chair of Lake Tahoe Community College, who has been utilizing a free open source textbook for his students, praised the governor. "From the instructors' perspective, having access to a wealth of professional course materials to edit, use and share frees up time for pursuing more one-on-one interaction with students and more personalized learning," said Green. "Choosing to adopt an enhanced digital open textbook for my students spares them several thousands of dollars in combined textbook expenses and increases student success. I thank the Governor for recognizing the need to provide faculty with the tools necessary for remixing curriculum while preserving academic freedom by providing free quality textbook choices for college professors and their students."

The open source library will allow students to download textbooks for free or pay around $20 for a hard copy, and was the principle reason the signed bills received approval by the University of California.

Higher ed tuition has gone up over 400%. There is over a trillion dollars in student loan debt. The "new normal" is students who work and go to school. "Education drives social mobility in the U.S."

Gate's Foundation rewards institutions for success, not just access, accelerate early momentum through restructured dev ed and smoother transitions between HS nad college; unlocks the power of technology for education.

First three accolades,
1. Developing frameworks, rules, and regimes to support OER.
2. Establishing a community of sharing
3. Creating access to rapidly expanding stores of OER

The three OER bugaboos: quality/impact, usage/dist., sustainability

Three Challenges:

1. Evidence: translate OER cost savings into student impact on

  • course completion
  • retention
  • enrollment intensity
  • credential completion rates

2. Content development: design for reuse

  • How much of this content is reuseable?
  • Content has to be modular for reuse.
3. Integration, instrumentation, and distribution
  • How do we create common distribution?
  • We need a comparable OER distribution channel like a publisher.
What would it mean to solve these issues?

Are we talking about open ed resources as a store? or as an on going experience. Ten years ago there was more of a community, outside of sustainability.

Why aren't the open repositories open and accessible?

Gardner Campbell wrote a book called "Love Analytics" that informs his presentaion. "The bags of gold" talk.

He doesn't care about the institutions or grants - this should be a grass roots movement.

He ran his DS 106 course as a open course. He ran three sections for credit and then opened it up and had 400 sign up online. DS 106 is not an open education resource, it is an open education experience. He started with 8 assignments but then let the students create assignments. There are 200 assignments now that a student can take.

The course has a student created tutorials, examples, and assignments.

OER University: history in the making

I am in an exciting meeting today on the OER university. There were a few dozen participating in New Zealand and 47 virtual participants. If you are not familiar with this concept OERs are "open education resources." There are many opportunities to take open courses or utilize open course materials and we are currently looking for ways to give students credit for that learning. Wayne Mackenzie writes:

"The OER university is a sustainable international system which will provide free learning to all learners with pathways to gain academic credit from formal education institutions around the world. It is rooted in the community service and outreach mission of tertiary education providers to evolve parallel delivery systems (now possible with the open web and free content licensing of learning materials) that will augment existing educational provision. The OER University is an open network and public-private partnership (PPP) including post-secondary institutions, the private sector, non-profits, government and international agencies."

This is just in its infancy, and this is why it is important to get involved now.  "Open Education Resources (OER) encapsulates a simple but powerful idea that the world’s knowledge is a public good. The internet provides unique opportunities for everyone to share, use, and reuse knowledge."

WikiEducator also administers Learning4Content – the world's largest training project, which has successfully enabled thousands of educators from 140 countries to access training in the ‘wiki skills’ they require to contribute to the development of OER."

I have a lot of questions about this: How will we ensure learning quality? How will we assess the students? How will we keep businesses from turning this into a commercial university? We are being asked to be creative and think differently. We can't be afraid to push the envelope. 


I am interested in free, universal higher education. I am not interested in supporting "low cost" because costs always go up and low cost for someone in Japan is different than low cost in Sri Lanka. Much of the world sees the value in this for libraries, healthcare (at least in civilized countries), police and fire services, why not education? This isn't the revolution yet, but the purpose of this inaugural meeting is to collaboratively:
  • Consider inputs and leading questions from meeting participants, anchor partners, the pre-meeting SCoPE seminar and international agencies.
  • Develop a shared understanding of a logic model for the OER university concept.
  • Review and refine the OER university logic model
  • Identify the key questions for each component of the logic model
  • Gauge interest and identify volunteers for leading and coordinating the constituent components of the logic model
  • Commence identification of the key activities required for each component of the logic model, including inputs, outputs and outcomes
  • Specify the next steps for the way forward.

Instructional Design: Beyond the Formulas

A social network diagramImage via WikipediaI am reviewing ID literature and textbooks, and I am dissatisfied with the formulaic approaches that assume things like uniform standards, that the stake-holders know what the standards are, all the students will meet the same outcomes the same way, etc. You can read many of these books and articles and actually pretend that the Internet never happened. There has not been much progression beyond ADDIE. Instructional design, seen from the standard literature, feels mechanistic and trapped in a behaviorist input-output model. The huge holes in current thinking on instructional design include the Internet, social networks, and new media. The other missing piece is the social milieu of the individual schools and programs: each school has a different student population, different teachers with different backgrounds and experiences. I am still having conversations with teachers and other ID folks on constructivist (student-centered) approaches to teaching and learning versus behavioralist (carrot and stick). Meanwhile, current instructional design models and their proponents are all looking at what is happening online and trying desperately to hammer it into our conceptions of pedagogy that were not just created before social networks but before the internet. I read about a model that was being proposed in a copy of "eCampus" a while back and it included all of these great interlocking circles and arrows about content and visual pedagogy (on top of the usual behaviorist model) and no where in the model was there a connection between the students and teachers.

We have an opportunity in course design, to bring all of the stake-holders to the table. Course design should not just be up to a dept. or a single teacher. Course development can be an opportunity to bring in a librarian, someone from student advising, disabled student services and programs, and developmental education. A course design process can show an instructor how to connect their classroom with other students, instructors, and experts in the field. It can be an opportunity to connect students with professional networks as well as other colleges and schools.  What I have been finding is that when you bring everyone to the table to talk about a course, you can discover many different ways to connect your course to the community than you would have ever thought of yourself.

I would like to write (or facilitate) a course development guide that will incorporate open education resources and social networks and connectivism.
